The development of the Playa del Rey area is attributed to Fritz B. Burns who was the instigator in subdividing and promoting the area. Westchester came into existence due to Harry Culver who gave 100 acres of the Westchester Bluff that served as location for Loyola Marymount University. Seventeen Spanish-style houses had been built near Loyola in 1939 and are considered to be the first homes in Westchester.
Westchester and Playa del Rey are located adjacent to one another. It is because Playa del Rey was developed that Westchester soon followed. Westchester is within the City of Los Angeles and is served by the Los Angeles Unified School District. Schools in the area rank higher than the 50th percentile and crime rate is average for a suburban area. Westchester is considered to be middle to upper class and many locals work in aerospace or commute the 19 miles to downtown Los Angeles.
